Provided are a cell measurement indication method, a terminal device, and a network device, which are applied to the technical field of communications. The embodiments of the present invention comprise: receiving an evaluation parameter of a low-speed movement criterion that is sent by a network device; evaluating a movement state of a terminal device according to the evaluation parameter and a measurement result of a service cell; and reporting the movement state of the terminal device to the network device, so as to determine a cell measurement state.
