The floor pay-off stand is used for stretching a ground wire; in engineering construction, a wire coil is arranged on the floor pay-off stand so that the stretching of the lead can be realized without discharging of the lead; and the floor pay-off stand is suitable for use in construction with narrow construction space and no space for placing the vertical pay-off stand.
