The utility model discloses a photoelectric compound overhead insulating cable with rated voltage of 1KV or below. The cable, from the outside to the inside, consists of an insulating layer, a concentrically-stranded hard aluminum wire layer or aluminum alloy wire layer, a steel-in-aluminum wire layer and a central photoelectric unit. The cable provided by the utility model can be used as an optical fiber cable and as a power transmission and distribution cable at the same time, so secondary wiring is avoided and the investment is greatly reduced and the cost is saved; and the cable has the characteristics of good transmission performance, high reliability, convenience in installation and maintenance and the like.
