The embodiment of the invention provides a radio frequency signal generation system and method, and the system comprises a frequency selection control device, an optical frequency comb generation device, and a radio frequency signal generation device, and can obtain the bandwidth of a network where terminal device is located. The method comprises: determining a target frequency for controlling thefrequency of the generated signal according to the acquired bandwidth; generating a first continuous optical signal, and modulating the phase and intensity of the first continuous optical signal by using the target frequency to generate an optical frequency comb; filtering the optical frequency comb according to a preset first frequency band, and filtering out signals except the first frequency band in the to-be-generated optical frequency comb; and performing beat frequency on the filtered optical frequency comb to obtain a radio frequency signal, and selecting the signal with the target frequency from the obtained radio frequency signals as a to-be-generated radio frequency signal. By applying the scheme provided by the embodiment of the invention, the spectrum resource utilization ratecan be improved.
