The invention discloses a shielding electromagnetic metamaterial with dual-frequency near-zero permeability, belonging to the technical field of electromagnetic material protection. The shielding electromagnetic metamaterial comprises a top layer material sheet, an intermediate prepreg layer and a bottom layer material sheet. The top layer material sheet includes a first dielectric substrate and afirst resonant structure etched on the front and back sides of the first dielectric substrate, respectively. The bottom material sheet includes a second dielectric substrate and a second resonant structure etched on the front and the back of the second dielectric substrate respectively. The intermediate prepreg layer is positioned between the top layer material sheet and the bottom layer materialsheet; The first resonant structure and the second resonant structure are periodic square helical resonant coils arranged in a matrix. The metamaterial of the invention has the advantage of light weight, thin thickness, small volume and low energy loss, and is apply to a frequency of 13.5 MHz to 14 MHz electromagnetic wave and the frequency generated by the electromagnetic wave at that frequencyis 27 MHz to 27.6 MHz of the first harmonic shielding.
