The invention provides a programmable minimum quantity lubrication jet angle phase adjusting device and a using method thereof. The device comprises a rotating jet unit, an intelligent control unit, anumerical control system and a minimum quantity lubrication device. A fluid inlet of the rotating jet unit is connected with a fluid outlet of the minimum quantity lubrication device. When the part,participating in cutting, of a tool cannot be sufficiently and effectively cooled and lubricated due to shielding of a workpiece, the intelligent control unit controls the rotating jet unit to be rapidly rotated by a designated angle by means of a related instruction sent by the numerical control system, and the part, participating in cutting, of the tool is sufficiently and effectively cooled andlubricated. The using method of the device comprises the steps of determining a nozzle rotating angle value, writing in a nozzle rotating instruction, performing programming, powering on the device,operating the numerical control system and the like. The device adopts one nozzle to replace multiple nozzles, the structure of the minimum quantity lubrication device is greatly simplified, and workloads of installing and debugging workers are greatly relieved.
