The invention discloses an electrical heating thawing method for permanent cryosphere below giant rock. A plurality of thawing holes are made in a thawing area, perforated steel pipes are arranged in the holes, PVC (polyvinyl chloride) heating pipes with thermal insulation cables wounded are placed in the perforated steel pipes, and the pipes are internally heated after electrification to finally thaw the permanent cryosphere. By adoption of the method, thawing of the permanent cryosphere in giant rock is realized, rock settlement and deformation caused by cryosphere thawing can be released before construction, potential safety risks caused by cryosphere thawing and deformation after reservoir filling to railway construction and operation are eliminated, and safety in railway construction and operation is guaranteed.
