The invention discloses a cross-flow water turbine wheel with long and short blades, comprising an upper cover, a wheel blade unit and a bottom; blades of the wheel blade unit are disposed evenly between the upper cover and the bottom, and the upper cover and the bottom are discs of equal radius and thickness; the blades of the wheel blade unit include 8 long blades and 8 short blades that are arranged alternately, the blades are distributed evenly around a shaft, and the front ends of the long and short blades are positioned on a perimeter using the center of the shaft as an origin. A cross-flow water turbine is connected with a generator through the shaft; when water jets impact on the blades, the blades drive both the wheel and the shaft to rotate, and the generator converts hydraulic energy into electric energy. The cross-flow water turbine wheel with long and short blades is applicable to high-water-head small-flow hydraulic energy conversion power-generating systems, and conversion efficiency of hydraulic energy is improved.
