The invention discloses a test apparatus and method used for two-layer reinforced concrete extended foundation uplift test. Strain measuring devices are arranged on upper layer reinforcements and lower layer reinforcements in a concrete extended foundation in advance, and are connected with a static strain acquirer to observe the reinforcement strain development condition in the force bearing process; the concrete extended foundation stands upside down, and a concrete foundation short column is fixed on a test pedestal mudsill through a steel plate connecting piece; a loading device is arranged between the inclined side surface of the concrete extended foundation and the test pedestal mudsill and is used for simulating uplift force loading; a pressure measuring device is arranged on the loading device, and is connected with the static strain acquirer to practically measure the data of every load and control the loading speed to realize stable loading; and a baseboard deformation measuring device is arranged on the bottom surface of the measured concrete extended foundation, and is also connected with the static strain acquirer to measure the baseboard strain condition of the concrete extended foundation.
