The invention discloses a design method of an energy-saving and consumption-reduction conductor. The design method comprises the steps of performing insulation processing on an ordinary single wire to obtain a single wire subjected to insulation processing; and applying the single wire subjected to insulation processing to an ordinary single-wire round press conductor structure. According to the design method of the energy-saving and consumption-reduction conductor and in the conductor manufactured by the design method, the AC resistance of the conductor is reduced by increasing the single filament subjected to insulation processing on the condition of no change on a type of a submarine cable, the electric energy loss of the conductor is further reduced, and the cable transmission capacity is improved; and meanwhile, the water blocking effect and the production efficiency of the conductor when used as the submarine cable are not affected, and the production efficiency and the water blocking effect of the conductor when used as a land cable can also be greatly improved.
