The invention relates to a DVFS-based network video on demand server and application thereof. The network video on demand server comprises a processor, a storage hard disk, an index monitoring module and a random access memory, wherein the processor is used for processing an on-demand request of a user and transmitting a video on demand; the storage hard disk is used for storing a video source on demand of the user; the index monitoring module is used for monitoring operating state indexes of the server; the random access memory is used for performing DVFS adjustment on the processor according to monitored data of the index monitoring module; the processor is a multi-core processor based on DVFS, and is connected to the Internet network by means of an Ethernet interface; the Internet network is connected with a user terminal used for video on demand by the user; the random access memory is connected with the index monitoring module; and the processor is connected with the storage hard disk and the random access memory separately. Compared with the prior art, the DVFS-based network video on demand server and the application thereof can effectively reduce the overall energy consumption of the network video on demand server while satisfying video on demand.
