A to-be-separated crude ethyl alcohol steam inlet, an ethyl alcohol steam outlet, a water steam outlet, a low-pressure heat-insulation steam inlet, a low-pressure heat-insulation steam condensate outlet, an ethyl alcohol side drain port and a water side drain port are formed in the dewatering device shell, wherein a water outlet pipe is arranged on the ethyl alcohol side drain port; a steam trap is connected onto the water outlet pipe through a branch pipe. At an initial stage of driving, a large number of failed separated ethyl alcohol solution is returned to a system so as to be circulated, so that the corrosion of a sealing surface of the membrane tube is reduced, the loss rate of ethyl alcohol is greatly reduced, the energy efficiency is improved, energy conservation and environment protection are realized, the service life is prolonged, and the product quality is ensured.
