The invention discloses a wind turbine aerodynamic-designing method considering static and dynamic influence of designed tip speed ratio on a wind wheel. The method uses a wind turbine closed loop performance index-average wind energy capture efficiency as a target function, the originally designed tip speed ratio, chord length and torsional angle separation optimizing process is improved into united optimization, so that wind-turbine aerodynamic design originally ignoring Maximum Power Point Tracking (MPPT) control dynamic can consider the shortcomings of tracking performance, and accordingly the static aerodynamic performance and tracking dynamic process of a wind turbine are coordinated. The method can effectively improve the wind energy capture efficiency of a variable-speed fan at turbulent-flow wind speed.
