The invention relates to a sleeve electrofusion joint device and method of a winding structure wall pipe. The sleeve electrofusion joint device comprises pipe inserting openings, a solid wall pipe and outer sleeves. One end of each pipe inserting opening is a bell-and-spigot joint end while the other end of the pipe inserting opening is a flat opening end. Male openings or female openings which are matched with the winding structure wall pipe in an inserted manner are formed in the bell-and-spigot joint end of each pipe inserting opening, and an electric fuse which surrounds the inner wall of a port is embedded in the inner wall of the bell-and-spigot joint end of each pipe inserting opening with the female openings. Two ends of the solid wall pipe are flat opening ends, the inner diameter of a pipe body of each outer sleeve is slightly greater than the outer diameter of a pipe body of the solid wall pipe, and electric fuses which surround the inner walls of the pipe body are respectively embedded in parts, which are close to ports of the two sides, of the inner wall of the pipe body. In a construction process of a last-stage pipe of a plastic pipe, the solid wall pipe is closely connected with the pipe inserting openings through sleeve type pipes, the pipe inserting openings can be connected with a plastic pipe to be connected in a welded manner through conventional bell and spigot faucets, so that electrofusion welding of the overall winding structure wall pipe is realized, and zero leakage of the whole pipe is ensured.
