The invention discloses a polycarboxylic acid-type retarder for wet-mixed mortar and a synthetic method thereof. The method comprises the following steps: pouring nonsaturated polyoxyethylene ether into a reactor, adding water, stirring and gradually heating to completely dissolve solids, wherein mass ratio of water to nonsaturated polyoxyethylene ether is 1: 1.1; adding a nonsaturated sulfonate solution, stirring and adding an oxidizing agent, stirring and reacting for 10 min, simultaneously adding a solution A and a solution B drop by drop for 1-1.5 h until the solutions are completely added dropwise; and stirring and carrying out thermal insulation after completely adding dropwise, cooling below 30 DEG C, adjusting pH to 6-7 by the use of alkali lye, and adding water for adjustment so as to obtain the product. The invention has the following advantages: the production technology is simple; and the polycarboxylic acid-type retarder can be used along with multiple additives, has good adaptability to various cements and has high water-reducing rate.
