The invention discloses a method for intelligent substation station control layer MMS communication simulation. The method comprises the following steps: building an IED model configuration memory bank, simulating protection function logic of a protection device, and accessing data information by an application service hosting center. Mutual communication is performed between simulation terminal, the application server hosting center, an IED virtual protection logic function library and a device configuration memory bank; and transmission is performed by using an ICE middleware technology. The device virtual protection logic function and the application service hosting center comprise a function of an ICE service terminal and a function for providing data access for an application program or a function module. A simulation terminal, an MMS communication server, the application service hosting center and the like comprise ICE client side programs, and configuration information or real-time data in other application programs containing ICE services can be accessed. A station control layer simulation communication function provides a rapid, effective and convenient intelligent substation system testing environment for engineering personnel and development personnel.
