Disclosed are a method and apparatus for sending feedback information of a contention resolution message. In one solution of the present application, a network device sends, to a terminal through a system broadcast message or a random access response message, resource configuration information of a PUCCH for transmitting feedback information of a contention resolution message, so that the terminal can return the feedback information of the contention resolution message in time, thereby enhancing the coverage of the feedback message compared with the prior art. In another solution, the time interval from an end subframe of a PDSCH for carrying the contention resolution message to a start subframe of the PUCCH for carrying the feedback information of the contention resolution message is larger than the time interval between a PDSCH and a PUCCH as defined in 3GPP Release 11, so that the terminal can have enough time to prepare for transmission of the feedback information, thereby enhancing the coverage of the feedback message compared with the prior art.
