The invention relates to a perovskite optical pulse modulator and a preparation technology and an application thereof. The perovskite optical pulse modulator comprises a silica glass substrate and perovskite material film prepared on the substrate. One face without perovskite material is coated with high-transparent dielectric film which ranges from 1.05 Mum to 1.1 Mum or not coated with film. The perovskite optical pulse modulator is used for lasers, the face with perovskite material faces toward the inside of a laser cavity, the other face faces toward the outside of the laser cavity, pump light passes through a laser gain medium and then passes through the perovskite optical pulse modulator, a front cavity mirror arranged in front of the laser gain medium is served as an input mirror, and a resonant cavity is formed by the input mirror and a back-cavity mirror arranged at the back of the perovskite optical pulse modulator; the perovskite optical pulse modulator can be used for regulating the loss of the lasers of infrared bands. The perovskite optical pulse modulator has the advantages that the making is simple, the cost is low, and the industrial production is facilitated.
