The invention relates to a raw coke oven gas sensible heat recovery cold water preparing system and a raw coke oven gas sensible heat recovery cold water preparing method. The system comprises an ascending pipe, a bridge pipe, a gas collecting pipe, a gas-liquid separator, a mechanical clarifying tank, a circulation ammonia water tank, a circulation ammonia water pump and a lithium bromide refrigeration machine in longitudinal serial connection, wherein the raw coke oven gas being about 700 DEG C in the ascending pipe is sprayed and cooled to be about 83(+/-5) DEG C through circulation ammonia water spraying when passing through the bridge pipe, the circulation ammonia water being about 83(+/-5) DEG C after the heat absorption is separated from the gas through the gas collecting pipe and the gas-liquid separator and then flows into the mechanical clarifying tank to be separated from tar, the separated ammonia water enters the circulation ammonia water groove to be directly pumped into the lithium bromide refrigeration machine, and the ammonia water after the heat absorption through the lithium bromide refrigeration machine is pumped into the bridge pipe for cooling the raw coke oven through cyclic spraying. The raw coke oven gas sensible heat recovery cold water preparing system and the method have the advantages that the circulation ammonia water is directly used as heat absorption media and heat sources, the measure of using warm water after the heat exchange between the cold water and the circulation ammonia water as a heat source for refrigeration is replaced, the energy source waste is effectively avoided, and the heat efficiency is improved.
