The invention first provides a catalyst for catalyzing reaction of dichlorobiphenyl diamine and ammonia, wherein the catalyst contains iron oxide, manganese oxide and silicon oxide. The invention also provides a corresponding preparation method of the above catalyst. The invention also provides a preparation method of 3,3',4,4'-tetraminobenzidine. The method uses dichlorobiphenyl diamine and ammonia as reaction materials and in the ferromanganese oxide as a catalyst for preparation of tetraminobenzidine in the presence of a solvent and ultrasonic. The preparation method of tetraminobenzidine is simple, can be conducted under low temperature and low pressure, and can reach high yield and selectivity of 3,3',4,4'-tetraminobenzidine; at the same time, reaction products and the catalyst can be easily separated; and the method is suitable for industrialized production of 3,3',4,4'-tetraminobenzidine.
