The invention provides a fixing device and an imge forming apparatus capable of effectively configuring a reflection member in order to achieve effective use of heat. The fixing device (20) includes an annular fixing belt (21), a nip formation assembly (24) contacting the inner circumferential surface of the fixing belt (21), an opposed rotator (22) abutted against the fixing belt (21) at a position where the opposed rotator (22) and the nip formation assembly (24) are in opposite direction, a support (25) supporting the nip formation assembly (24) at the inner circumferential surface of the fixing belt (21), a heater (23) heating the fixing belt (21) inner circumferential surface of the fixing belt (21), and a reflector (27) which is disposed on an outer circumferential surface of the fixing belt (21) and which reflects heat radiated from the fixing belt (21). The support (25) is close to the fixing belt (21) at the circumferential direction of the fixing belt (21).
