Disclosed is an insulation and cooling spacing layer of a high temperature superconducting non-inductive coil. The spacing layer (1) is of a double-winding non-inductive cake-type interturn spacing layer, and is placed between interturns of a double-high-temperature-superconducting band duplex-winding non-inductive cake-type coil, namely, is placed between double-high-temperature-superconducting bands and spaces between adjacent double-high-temperature-superconducting bands; the materials of the spacing layer are teflon bands; the width of the spacing layer is about 0.6-1mm larger than that of each high-temperature-superconducting band; and the spacing layer (1) is composed of periodic ladder-shaped widows with openings at one ends and is ladder-shaped and wave-shaped.
