An intermediate transfer belt for image-forming devices which has excellent transfer characteristics with respect to transfer to rough paper and excellent wear resistance and which poses no problems such as filming is provided by forming a surface layer which has excellent wear resistance and which, even when thin, is less apt to have defects such as pinholes. Also provided is a process for producing the intermediate transfer belt. The intermediate transfer belt for image-forming devices comprises at least three layers including (a) a resinous base layer, (b) a rubber-elasticity layer having a thickness of 200-400 [mu]m and constituted of a rubber or an elastomer, and (c) a resinous surface layer having a thickness of 0.5-6 [mu]m, the layers (a) to (c) having been superposed in this order. In the intermediate transfer belt, (i) the dynamic ultramicro hardness (ISO 14577-1) measured from the surface layer side is 2.5-4.5 N/mm2 at an indentation depth of 2 [mu]m and is 1.0 N/mm2 or less at an indentation depth of 10 [mu]m and/or (ii) the rubber-elasticity layer contains a filler in an amount of 0.4-4.0 vol.% and the ratio of the mass concentration, M1, of the filler in the region ranging from the interface between the surface layer and the rubber-elasticity layer toward the base layer to a depth of 20 [mu]m to the mass concentration, M3, of the filler in the region ranging from the interface between the surface layer and the rubber-elasticity layer toward the base layer to a depth of 120-140 [mu]m, M1/M3, is 1.3 or higher.
