The present invention aims at providing a seal mechanism which requires less frequent maintenance for replenishment of a lubricant material and has reduced friction resistance, and a treatment device which has the seal mechanism mounted thereon. A lip seal (12) of the seal mechanism (100) is provided so as to surround a drive section (25), and a lip section (12b) of the lip seal (12) has a seal section (12c) which is in contact with the drive shaft (25). A wall member (15) is mounted to the drive shaft (25) so as to close the opening in the lower part of a mounting member (30) and to face the lip seal (12). A container capable of containing a lubricating material (16) is formed by at least the mounting member (30) and the wall member (15). A gap (17) set so that the lubricating material (16) does not pass therethrough is provided between the wall member (15) and a holding base body (60). The configuration enables the securing of space for containing the lubricating material (16) and allows the seal mechanism (100) to be in contact with the drive shaft (25) at only the seal section (12c) of the lip seal (12).
