The torque bar (64) is in torsion when the base plate (62) lies above a fixed base (54), and is generally free from torsion, when the base plate (54) is inclined on the base plate (54) in a direction down toward the slot (56), such that as the weight of material in the container and bearing on the movable plate (62) reduces as material is dispensed through the valve arrangement (58), the plate (62) gradually inclines to slope down toward the valve arrangement (58) and thereby guide material to the valve arrangement (58) to be dispensed.

The apparatus may comprise: a first member (25); a flexible sealing portion (27) coupled to the first member (25) and configured to provide a seal between the first member (25) and the container (1); and a biasing arrangement (29) configured to enable the first member (25) to be moveably attached to a frame member (13) wherein the biasing arrangement (29) may comprise an actuation mechanism for biasing the flexible sealing portion (27) towards the container (1). The actuation mechanism may comprise adjustable tension means. In some embodiments of the invention there may also be provided a system comprising a frame member (13) and an apparatus (15), wherein the frame member (13) is moveable through the container (1) in use.
