    • A method, device and system for Non Voice Emergency Service (NOVES) session establishment are disclosed by the present invention, which includes: receiving a NOVES session establishment request, an identification corresponding to the NOVES session, and a default Allocation and Retention Priority (ARP) value of an Evolved Packet System (EPS) bearer used in the NOVES session; when the priority indicated by the default ARP value of the EPS bearer is lower than which is indicated by a preset value, transmitting a first modification policy to a policy execution device in order to modify the default APR value of the EPS bearer as the preset value. In the NOVES session establishment method disclosed by the embodiments of the present invention, Policy Charging and Rule Function (PCRF) allocates a preset value for ARP of the EPS bearer used in the NOVES session; when the priority corresponding to the default ARP value of the EPS bearer is lower than which is indicated by the preset value, the default ARP value of the EPS bearer is modified as the preset value, so as to establish the NOVES session on the EPS bearer with higher level, and improve the reliability of the session.

    • Provided in the present invention are a method, an apparatus and a system for informing network capabilities. The method includes: obtaining the network capabilities of the network which a terminal device currently accesses; transmitting to the terminal device a Non-Access Stratum (NAS) message which carries indication information indicating the network capabilities, so that the terminal device updates the locally stored network capabilities according to the indication information. The apparatus includes an obtaining module and a transmit module. The system includes a mobility management device and a terminal device according to the embodiments of the present invention. The method, apparatus and system in the present invention enable, by transmitting to the terminal device an NAS message which carries indication information indicating the network capabilities, the terminal device to be informed of the network capabilities of the currently accessed network, thereby when in emergency the terminal device can determine whether to initiate a non-speech emergency session to the network, thus the functionality and convenience of the terminal device can be increased and the non-speech emergency service is further improved.

    • Disclosed are a communications system and method between different network protocols, comprising a protocol translation device, and an address allocation device. An accessing terminal transmits an access request to the protocol translation device, and translates the access request by means of the protocol translation device into an IP protocol format that the address allocation device can access. The address allocation device compares the access request that has been IP-protocol translated to the unique identity information allocated to the terminal to be accessed, authenticates, and establishes the communication between the accessing terminal and the terminal to be accessed upon successful authentication. The present invention provides the protocol translation device in a communications system, and performs protocol translation by means of the protocol translation device for accessing terminals and terminals to be accessed using different network protocols, thereby enabling connections and communication between terminals using different network protocols. Users in a network using IPv6 protocol can conveniently communicate with users in a network using the traditional IPv4 protocol without modifying terminal devices in the IPv4 network, thereby conserving cost.
