摘要： A phase shifter embodying desired phase change range by using dielectric layers is disclosed. Here, a physical length of a rotation line is substantially identical to an electrical length of the rotation line. The phase shifter includes a rotation axis member, a first line which is a conductor, a first rotation line longitudinal-extended in a direction of the first line from the rotation axis member, and a first dielectric layer located below the first rotation line, and disposed between the rotation axis member and the first line in a rotation range of the first rotation line. Here, the first dielectric layer has at least two sub-dielectric layers having different dielectric constants.
