    • A user request (step 13) for a service to be provided by a cloud-based data network is provisioned by identifying a plurality of data centres capable of providing the service required by the user (step 17), analysing a plurality of characteristics of paths connecting nodes in the network by which the user (3) and the respective data centres may communicate (steps 181, 182), identifying a set of such paths whose characteristics are Pareto-optimised for predetermined service objective criteria (step 183) and, presenting the user (3) with a choice of paths including bandwidth, latency etc (step 186), allowing a path between the user and a data centre to be set up (195) appropriate to a selection (190, 191) made by the user. The network monitoring database (4) has a store of data relating to the network capabilities. Using the data, a multi-objective optimisation is performed by a data set generator (step 18). This optimisation is based on the known connectivity between nodes, per-link bandwidth availability per slot and per-link One-Way Delay and aims to identify locations and time-slots Pareto-optimised for minimising end to end delay and maximising bottleneck bandwidth, where optimisation is run independently over the delay and bandwidth dimensions.

    • A communications terminal (10) is to be configured for operation of a new service or application by connection to a service provision platform (12) over a connection (11). In order to do this, an installation server (15) generates instructions to a user terminal (13) over a seperate link (14). These instructions are used to configure the communications terminal (10) to operate the service required. The terminal (13), separate link (14) and installation server (15) are then used to monitor, over a connection (19) independent of the newly-installed connection (11), the response of the service provision platform (12) to the test transmmisions sent to it from the terminal (10) over the new connection (11), and to initiate test messages from the service provision platform (12) to the communications terminal. By providing a connection (14, 15, 19) between an installation technician (13) and the service provision platform (12) independant of the newly-installed connection (11) and newly-configured terminal (10), the behaviour of the service provison platform can be more readily understood.

    • A cellular telephone handover process, mediated by a mobile terminal or a base station, is controlled in accordance with Quality of service Control Indicators (QCIs) (23) such that the base station to which handover is made (if any) is selected (60, 61) according to parameters (11, 12, 21, 22) which relate to the capability of each base station to handle the session or sessions currently is use. Handover may also be initiated if the user initiates an application (93, 94) not supported by the base station currently in use. If the session is running an application with a low latency threshold (e.g conversational voice call), and a handover could only be achieved by interrupting the session by a "release with redirection" process, the handover is not proceeded with (98).
