In some aspects, a user terminal sends capability information, location information, or other information to a satellite network portal whereby, based on this information, the satellite network portal generates the satellite handoff information and/or selects a handoff procedure for the user terminal. In some aspects, handoff of a user terminal to a different satellite involves the user terminal conducting satellite signal measurements and sending a measurement message to the satellite network portal. In an example, a user equipment (UE) may determine the UE has entered a dormant state with respect to the SCG of a secondary node (SN) having a primary SCG cell (PSCell). The UE may monitor the PSCell to detect a beam failure or a radio link failure while the UE is in the dormant state with respect to the SCG. The UE may transmit, to the SN, a report based on the beam failure or the radio link failure on the PSCell being detected.

A user equipment (UE) may be configured to receive, via a first serving cell, a message including an indication to activate a second serving cell different from the first serving cell. The UE may receive, via the first serving cell, a control message indicating a first resource for transmitting a response message responsive to the message, and triggering a reference signal associated with time and frequency tracking for the second serving cell. The UE may transmit, via the first serving cell and within the first resource indicated via the control message, the response message acknowledging the message. The UE may then monitor a second resource of the second serving cell for the reference signal based on the control message.
