Generally, the described techniques provide for sending, from an upper layer at a transmitting device to a lower layer at the transmitting device, an indication by which the lower layer determines that a packet is to be transmitted as either an initial transmission or as a retransmission. The lower layer at the transmitting device may then determine a transmission process for transmitting the packet based on the indication, and the transmitting device may transmit the packet in accordance with the transmission process. Because the lower layer may identify whether the packet is to be transmitted as either the initial transmission or the retransmission, the lower layer may adapt the transmission process to improve the chances that the packet is received by a receiving device or to limit overhead.

A transmitting device may employ rateless codes or Raptor codes for erasure-correction coding at the packet data convergence protocol (PDCP) layer of a device. A transmitting device may apply a rateless coding procedure at a PDCP layer over one PDCP data packet. To encode the PDCP packet at the PDCP layer, the transmitting device may segment a PDCP into equal size sub-packets, and may use a rateless code to encode the sub-packets. The transmitting device may add a number of encoding symbol ID (ESI) and cyclic redundancy check (CRC) bits to each encoded symbol, and may apply low-density parity check (LDPC) code to encode each of the symbols including the ESI and CRC bits. The transmitting device may transmit a threshold number of encoded data packets to a receiving device, or until receiving a feedback message from the receiving device.

The device may encode, in accordance with a network coding scheme, a first set of source symbols from the pool of resources into a first set of encoded symbols, the first set of source symbols being within a sliding window. The device may transmit the first set of encoded symbols to one or more other devices via groupcast transmission. The device may adjust the sliding window for additional groupcast transmission of a second set of source symbols from the pool of source symbols. The second set of source symbols may include a portion of the first set of source symbols, based at least in part on the received feedback, and additional source symbols from the pool of source symbols.

The UE may code the first SCI based on a rateless code, and transmit the rateless coded first SCI on a physical sidelink control channel (PSCCH). The UE may determine the second SCI associated with the sidelink communications based on the first coded SCI, and code the second SCI based on the rateless code. The UE may transmit the rateless coded second SCI on a physical sidelink shared channel (PSSCH).

Based on the received reports, the transmitting device may transmit, to the one or more receiving devices, a second set of PDCP PDUs corresponding to at least one of the PDCP SDUs indicated in the received reports.
