摘要： Provided is a method of multi-phase call admission control on a wireless Internet system using an active set. The method includes the steps of: a) periodically checking, at one base station, active user sets of the base station and neighboring base stations to extract at least one terminal existing simultaneously in the respective active user sets of the predetermined base stations among the checked base stations for a predetermined period of time, and managing the extracted terminal as a stationary active user set; b) checking whether resources for the stationary active user set are available upon exhaustion of resources reserved for new and handover calls; and c) accepting a corresponding call when the resources are available, and rejecting the corresponding call when the resources are not available.

An IP layer is provided between the GPRS network and the PDN and performs routing between the two networks, and performs routing between the protocols of the first and second network layers and the transfer layer protocol on the GPRS network. A virtual driver is provided on the lower part of the IP layer, is connected to the protocol of the GPRS tunneling provided to the upper part of the IP layer on the GPRS network, and is operable as the lower interface of the IP layer. Since the upper part and the lower part of the IP are appropriately connected by the virtual driver, a single IP is needed in the system, and the embodied configuration becomes simpler.

Thereafter, it is determined whether it is necessary to perform a new TNL connection setup with respect to other neighboring base stations, based on the changed PCI values and the acquired IP addresses. When it is determined that it is necessary to perform the new TNL connection setup, the TNL connection setup is performed with the acquired IP addresses.

A plurality of base stations located in the wireless Internet system detect a stationary user at regular time intervals and maintain it by a predetermined number of cases for each terminal. Information on the maintained stationary user is recalculated with a stationary probability for each base station so as to be used for call admission control. Therefore, the terminal of the stationary user detected in the wireless Internet system is calculated with the stationary probability value, which is applied to the call admission control, thereby minimizing reservation of undesired resources.
