    • Methods and systems are provided for carrier selection based on type of packet flow. Service is provided to access terminals on a plurality of carriers in a wireless coverage area. A request is received from a first access terminal. The request indicates that the first access terminal is requesting a packet flow, and the request comprises a packet-flow-type indication. It is determined whether the packet-flow-type indication is associated with an expedited-forwarding quality of service (QoS). If the packet-flow-type indication is associated with an expedited-forwarding QoS, it is further determined that, among the plurality of carriers, a first carrier has the fewest ongoing packet flows having the packet-flow-type indication; responsively, the first access terminal is instructed to conduct the requested packet flow on the first carrier.

    • Methods are provided for implementing selective personality negotiation during session negotiation. In one embodiment, an access node maintains an access-node-supported set of one or more personalities supported by the access node, wherein the access-node-supported set comprises a personality 0. The access node receives from an access terminal an access-terminal-supported set of one or more personalities supported by the access terminal, wherein the access-terminal-supported set also comprises the personality 0. Responsive to receiving the access-terminal-supported set, the access node negotiates a session-specific set of one or more personalities with the access terminal for use by the access terminal during a session, the session-specific set consisting of personality 0 and a first personality, wherein the first personality is a highest-numbered personality in the intersection of the access-node-supported set and the access-terminal-supported set.

    • Channel elements at a cell site in wireless network are managed by reserving a portion of the channel elements for handling certain types of calls for which the reserved channel elements are capable of handling. At least some of the non-reserved channel elements will typically lack the capabilities of the reserved channel elements, due to there being previous generation or older technology. For example, in a cell cite having both 3G and 2G channel elements, a percentage of the 3G channel elements, such as 15 percent, are reserved for certain types of calls, such as 3G data call origination and 3G voice hand-ins. These are types of calls that the 2G channel elements do not support. The remaining 3G channel elements are not reserved. If the non-reserved channel elements are fully utilized, the reserved channel elements may, or may not, be released for general usage so as to prevent a blocking of calls, depending on quality of service considerations for the site. The reservation of channel elements can be via a configuration parameter issued from a central management entity to base station controllers, on either a system-wide basis, or on a targeted basis to particular base station controllers.
