    • An automatically engageable and releasable brake apparatus adaptable to be attached to a wheelchair is provided, including a connection mechanism adapted to be positioned on a rear frame portion of the wheelchair frame, a seat actuation member adapted to be positioned on the wheelchair seat, a brake actuating member coupled to the connection mechanism and in fluid communication with the seat actuation member defining a closed fluid system therewith, and a brake member coupled to the brake actuating member and adapted to contact a ground surface on which the wheelchair is located. Occupational ingress into the wheelchair causes fluid to flow from the seat actuation member to the brake actuating member, which causes the brake member to move from a first position in substantial contact with the ground surface on which the wheelchair is located to a second position spaced a distance above the ground surface.

    • An optical filter, system, and method capable of detecting optical signals in an optical fiber trunk for purposes of diagnostics and control of a wavelength division multiplexing system using optical fiber network. The optical filter is described comprising a predetermined number N of cascaded Mach-Zender circuits having a predetermined transfer function with a predetermined scanning peak, the cascaded Mach-Zender circuits having an optical input and an optical output. In another embodiment, a system is provided which employs the optical filter in which a control circuit coupled to each of the Mach-Zender circuits to shift the scanning peak according to a predetermined criterion. The control circuit advantageously causes a phase shift in the Mach-Zender circuits, thereby allowing the optical filter to scan a predetermined frequency spectrum with a narrow pass band or scanning peak to determine the existence and/or the condition of optical signals within the predetermined frequency spectrum.

    • In one embodiment, device for early stopping in turbo decoding includes a processor configured to receive a block of data to be decoded, compare hard decision bits resulting from decoding iterations and compare a minimum value of log likelihood ratio (LLR) of decoded bits against a threshold. The processor configured to match hard-decisions with previous iteration results. The processor may be configured to set an early stop rule after the matching hard-decisions with previous iteration results is matched. The processor may be configured to set an early stop rule when the minimum reliability of the output bits exceeds the threshold.
