    • A method and apparatus are described for transmitting service request messages in a congested network. In one embodiment, a message including a timer value may be received by a wireless transmit/receive unit (WTRU) having a timer that is set based on the timer value. Once the timer is activated, the WTRU may not attempt to transmit a service request message to a network for mobile originated (MO) services, except for MO emergency calls, until the timer expires. In another embodiment, the timer may be deactivated in response to receiving a page for a mobile terminated (MT) call. The congested network may include a mobility management entity (MME) and a mobile switching center (MSC)/visitor location register (VLR). The MME may apply a congestion control criteria to the WTRU based on whether a timer in the MME is activated or expired.

    • A method and an apparatus for operating a timer in a wireless transmit receive unit (WTRU) are described. In one scenario, the method includes the WTRU receiving a circuit switched (CS) call request and a CS service notification, transmitting an evolved packet system mobility management service request (ESR) message, starting the timer, and stopping the timer upon reception of a handover command or a cell change command to indicate a successful CS fallback procedure. In another scenario, the method includes the WTRU receiving a CS call request and a CS service notification, transmitting an ESR message including a CS call rejection indication, starting the timer, and stopping the timer upon reception of an acknowledgement that the ESR message was transmitted or received to indicate a successful CS fallback procedure.

    • Method and apparatus for controlling connectivity to a network for intermittent data services are disclosed. A new dormant mode is defined such that a wireless transmit/receive unit (WTRU) may transition from a connected state or an idle state to the dormant mode based on triggering conditions. The WTRU may transition from a connected state or an idle state to a dormant mode if the characteristic or the priority of the data matches a characteristics or a priority for the dormant mode and operate using configuration which is different from configuration used for the connected state or the idle state. The WTRU in the dormant mode may perform a WTRU-controlled mobility procedure. The WTRU in the dormant mode may maintain a dedicated resource, such as a cell radio network temporary identity (C-RNTI), for receiving a unicast traffic from the network.
