    • Systems, methods and apparatus described herein include features that enable the reception of multiple warning messages. In one embodiment, the access point transmits a list of warning messages. Using the list a UE is able to determine whether all of the currently available warning messages have been received, and in turn, whether to maintain open reception in order to enable reception of the warning messages on the list that have not been fully received. In another embodiment, the access point transmits an indicator of a counter value. Using the indicator of the counter value a UE is able to decipher how many warning messages are being currently transmitted. In another embodiment, an access point transmits an indicator that the number of available warning messages has changed. In turn, a UE is able to determine whether or not to check for a new list or indicator of a counter value.

    • Systems and methodologies are described that facilitate network management and optimization. As described herein, a network and a device communicating with the network can exchange network management information, thereby supporting a Self Organized Network (SON) architecture for improved network management and optimization performance. A Non-Access Stratum (NAS) layer protocol and/or an Internet Protocol (IP) application, in combination with a set of associated network management messages, can be utilized to exchange network management information between a device and a network. As further described herein, various procedures can be utilized to install a SON policy to a device in order to define device behavior for operations such as collecting and reporting information related to network management. Additionally, a set of standardized events can be defined, based on which a device can detect the occurrence of an event and report the occurrence to an associated network.

    • A method and apparatus for a wireless communication system, sends an initial connection request with the device capabilities of an indicated mobile station. The device capabilities comprise both semi-static capabilities and dynamic capabilities. The semi-static capabilities are stored in the core network. Data is transmitted via a wireless node before the mobile station transitions to an idle state. When transitioning back to an active state from the idle state when the semi-static capabilities have not changed, a connection request is sent with the dynamic capabilities of the user equipment without also transmitting the semi-static mobile station capabilities to the wireless node.

    • Systems and methodologies are described that facilitate camping load balancing utilizing a frequency attribute. In a tracking area update procedure, each tracking area confirmed to user equipment can include an attribute of preferred, non-preferred, or forbidden. Based on such attribute, the user equipment can camp or idle on a particular cell for a specific frequency or network. The user equipment can camp on a cell from a preferred tracking area unless the quality of cells from the preferred frequency or network drops under a minimum threshold. The systems and methodologies provide a unified framework for camping load balancing across different Radio Access Technologies (RATs) and an optimization for the relevant signaling.

    • Providing paging controls for mobile communication is described herein. By way of example, the paging controls can comprise paging occasions of a wireless signal determined from a formula based on an integer raised to a function of a constant power (e.g., 2^K or 2^(K−L), where K and/or L are constant). Selected paging occasions can be grouped within the wireless signal, or distributed throughout a subset of time frames of the signal. Furthermore, paging groups can be assigned to each of the paging occasions by employing distinct identifiers of mobile device assigned to each paging occasion. By employing various paging occasions and paging groups, false alarm pages can be mitigated. According to at least one aspect, system information can be efficiently broadcast to multiple devices (e.g., all devices in a cell) by employing at least one paging group assigned for cell-wide paging.
