Particularly, the main body processor effects preferentially the connection processing as to the digit codes received in the case where the digit codes received correspond to the destination telephone number of the specified call on the basis of the result of the determination in case of originating call congestion. The result is connection processing can positively be carried out in even an originating call congestion case.
