    • There is disclosed a video encoder and a video decoder. The video encoder comprises base layer circuitry for receiving an input stream of video frames and generating compressed base layer video data for transmission to a streaming video receiver. The base layer video data comprises original transform coefficients (O) associated with the input stream of video frames and reconstructed base layer transform coefficients (B) associated with the original transform coefficients. The video encoder also comprises enhancement layer circuitry for receiving the original transform coefficients (O) and the reconstructed base layer transform coefficients (B) and generating a residual signal (R) proportional to a difference between the original transform coefficients (O) and the reconstructed base layer transform coefficients (B). The enhancement layer circuitry encodes and sends to the streaming video receiver a sign of the residual signal (R) and the bit planes of the residual signal (R). The video decoder comprises base layer circuitry for receiving compressed base layer video data and determining reconstructed base layer transform coefficients (B) associated with a quantization of the base layer video data. The video decoder further comprises enhancement layer circuitry for receiving enhancement layer video data associated with the compressed base layer video data and determining a residual signal (R) and a sign associated with the residual signal (R). The enhancement layer circuitry reconstructs enhancement layer transform coefficients (E) from the residual signal (R) and the plurality of reconstructed base layer transform coefficients (B).

    • In a transmitter, a standard stream of encoded multi-media data and uniform error correction data is transmitted through a first channel. The uniform error correction data provides substantially the same error correction for all portions of the encoded multimedia data. Simultaneously, additional unequal error correction data is generated for critical portions of the standard stream and not for other portions of the standard stream, and the additional error correct data is transmitted through a second channel. In a receiver, the additional error correct data is used to error correct just the critical portions of the standard stream, and then the uniform error correction data is used to error correct all the portions of the encoded multimedia data of the standard stream.

    • A method and system of reducing the computation load of an MPEG decoder by changing the encoding algorithms in a video-processing system are provided. During an encoding mode, a stream of data blocks is received and at least one motion vector and one motion compensation prediction value for each macro-block are generated. The prediction value is transformed into a set of DCT coefficients. Prior to the quantizing step, the set of DCT coefficients are modified according to predetermined criteria. To this end, the total energy level of the DCT coefficients excluding the lowest 2×2 DCT coefficients is computed, and last column and last row of the DCT coefficients is discarded alternatively until the total energy level of the DCT coefficients reaches a predetermined energy level. Therafter, the discarded column or row is assigned to a predetermined value. The modified DCT coefficients are then quantized and encoded, thereby generating a bit stream of encoded macro-blocks, which are subsequently decoded according to a conventional decoding process.
