    • An image information transmission apparatus of this invention encodes and transmits image information. An image information signal of one frame consisting of a plurality of pixel data is divided into a plurality of blocks each consisting of a predetermined number of pixel data. At least two reference value data associated with a dynamic range of levels of the pixel data constituting each of the divided blocks, and distribution state data associated with a distribution state thereof are formed. Each pixel data constituting the block is encoded on the basis of the formed reference value data and the formed distribution state data to obtain encoded data. A transmission data series is formed and transmitted using the formed reference value data, the formed distribution state data, and the encoded data as transmission units. Therefore, the image information signal can be highly effectively transmitted with minimum image quality degradation caused by encoding.

In data transmission between the input output memory 240 and the recording and reproducing memory 250, a format conversion, and coding and decoding of an external code are performed. To the recording and reproducing memory 250, via recording and reproducing bus 252, inner coding and decoding circuits 254A and 254B are corrected.

    • An encoding apparatus includes an input section which inputs image data, and a calculating section which calculated DCT coefficients of a predetermined frequency region on the basis of the image data. A decision unit judges a correlation of the image data on the basis of the DCT coefficients calculated by the calculating section, and a transforming section performs an orthogonal transformation to the image data in accordance with an output of the decision unit. An encoding section encodes the image data transformed by the transforming section. Also included is an encoding and decoding apparatus having an input section which inputs information data, and an orthogonal transforming section which performs an orthogonal transforation of the input information data. An encoding section encodes the transformation data transformed by the orthogonal transforming section, and a decoding section decodes the encoding data encoded by the encoding section by using the orthogonal transforming section.
