    • Moving pictures are reproduced from a stored moving-picture signal and output at a set reproduction speed that is a first reproduction speed matching a rate of motion of the moving pictures or a second reproduction speed different from the first reproduction speed. The stored moving-picture signal is reproduced in accordance with the set reproduction speed to obtain first interlaced pictures. The first interlaced pictures are converted to obtain first progressive pictures. Moving pictures to be displayed are selected from the first progressive pictures per frame in accordance with the set reproduction speed to obtain second progressive pictures. Scanning lines of the second progressive pictures are decimated so that the number of remaining scanning lines of the second progressive pictures after decimation is equal to the number of scanning lines of interlaced pictures to be displayed, thus outputting second interlaced pictures. The first interlaced pictures are output when the set reproduction speed is the first reproduction speed whereas the second interlaced pictures are output when the set reproduction speed is the second reproduction speed.

    • First pictures as reference for inter-picture prediction of an incoming moving-picture and second pictures are coded. The first pictures are coded by intra-picture or unidirectional inter-picture predictive coding. The second pictures are coded by bidirectional inter-picture predictive coding by referring the first or their locally-decoded pictures to obtain a moving-picture bitstream. The bitstream is multiplexed with obtained motion activity information. Incoming first bitstreams are multiplexed into a bitstream at a rate lower than a total bit rate of the incoming first bitstreams. Each bitstream has first bitstreams of the first and second pictures. A code amount of the multiplexed bitstream is obtained for each reproduction period as virtual buffer occupancy, according to which a decimation rate is set on the second pictures. The second pictures bitstreams are decimated from the incoming first bitstreams according to the decimation rate to obtain second bitstreams, which are multiplexed to obtain the multiplexed bitstream.

    • Moving-picture bitstreams are switched at a predetermined switching timing to form a successive moving-picture bitstream. Each bitstream carries first pictures to be used as reference pictures for inter-picture prediction and second pictures other than the first pictures. Buffer occupancy indicator at decoder buffer is obtained on each picture carried by the successive moving-picture bitstream. A difference in buffer occupancy just before and just after the switching timing is obtained based on the buffer occupancy data to set a decimation rate and a decimation period on the second pictures so that the difference in buffer occupancy just before and just after the switching timing becomes small. The second pictures only are decimated from the successive moving-picture bitstream at the decimation rate within the decimation period, thus obtaining an output moving-picture bitstream having an adjusted buffer occupancy in accordance with the decimation.

    • A bitstream of moving pictures which has been processed by motion-compensated interframe prediction is converted into another bitstream. The input bitstream is separated into first codes of a predetermined number of intra-coded frames, second codes of frames to be used as reference frames for interframe prediction and third codes of frames other than the frames of the first and second codes. The first and the second codes are decoded to reproduce a first and a second video signal, respectively. The first video signal is encoded by interframe predictive coding using the second video signal as a reference video signal to obtain re-encoded codes. The re-encoded, the second and the third codes are multiplexed to obtain a bitstream for which a video encoding method for the input bitstream is converted. The input bitstream may be separated into first codes of frames not to be used as reference frames for interframe prediction and second codes of frames to be used as the reference frames. The first codes are then separated into codes for interframe prediction and codes of interframe predictive error signals. The codes of interframe predictive error signals are decoded by using variable-length codes. The decoded codes are invsersely quantized to reproduce values of the interframe predictive error signals.
