    • A digital mobile communication system has a high-speed non-transparent data connection between a transmitting and a receiving party. For the data connection, parallel subchannels, corresponding in number to the nominal data transfer rate, have been allocated on the radio interface. A radio link protocol is responsible for transmitting data over the radio interface, and for acknowledging correct data frames and for retransmitting defective data frames. A transmission buffer buffers the data frames to be transmitted and stores the data frames transmitted until it receives an acknowledgement of successful reception. In order to reduce interference and power consumption, user data is transmitted by using as many of the allocated subchannels as required by the actual user data rate at any one time. On the other allocated subchannels, transmission is interrupted or discontinuous transmission is applied.

    • At a user equipment, individual ones of a set of measurements of neighbor cells are associated with individual code points which are relative to a threshold (301) and define a step size (303) that is dynamically determined from a set of possible step sizes. The code points to which the measurements are associated are compiled into a measurement report which is sent to a network. At the network, the code point step size (303) is sent to the user equipment which sends the measurement report to the network. The step size is thus dynamically determined from a set of possible step sizes. The network selects, based on the received measurement report, one of the neighbor cells for handover of the user equipment. In an embodiment, the threshold (301) is determined from an offset value sent by the network to the user equipment. Methods, apparatus, and stored computer programs are described for both user equipment and network side embodiments.

    • A system and method for minimizing signalling loads due to mutual exchanges of information between neighboring cells in which the same session is transmitted, and for reducing the time required to transmit MBMS neighbor cell information messages in a serving cell when a higher level of signalling occurs, wherein all broadcast control channel (BCCH) carriers indicated in a BCCH allocation are monitored by a mobile station (MS). A list of the cells having the strongest non-serving carriers is updated as often as the duration of the running average for measurements of the BCCH allocation. Base transceiver station identity codes (BSICs) and neighboring cell indexes of BCCH carriers are added to an uplink radio link control/medium access control (RLC/MAC) message that is transmitted to a network. As a result, the network is provided with the identity of which cell the mobile station is most likely to reselect to upon reception of the uplink RLC/MAC control message carrying the BSICs and neighboring cell indexes of the neighboring non-serving BCCH carriers of the mobile station.

    • This invention describes a method for a cell reselection by a mobile station from a serving GERAN cell supported by a GSM/EDGE (global system for mobile communications/enhanced data rates for GSM evolution) radio access network (GERAN) to a UTRAN cell supported by a universal terrestrial radio access network (UTRAN). According to a first embodiment of the invention, the intended intersystem reselection behavior is reached without signaling changes. This can be a preferred mode for early implementations because signaling changes always take a longer time to reach the products on the field (both mobile and network updates are normally required). According to a second embodiment of the invention, the flexibility of signaling changes is used for an advantage.
