A mobile device that receives packets generates link adaptation information based on incorrectly received packets. The sealing liner forms a moisture barrier between the friction brake liner (50) and the brake shoe table (13) to retard the passage of moisture therethrough to prevent rust and corrosion of the brake shoe (11).
