The transmission terminal includes a transmission unit that sends data including at least voice data; a voice input unit, that inputs the voice data; and a determination unit that determines whether the transmission terminal is in the first communication mode or not based on an input volume level of the voice data, input by the voice input unit. When the determination unit determines that the transmission terminal is in the first communication mode, the data sent by the transmission unit is relayed only to an other transmission terminal of the transmission terminals, which communicate with the transmission terminal. The other transmission terminal corresponds to the destination associated with the transmission terminal in the management apparatus.
