    • An apparatus, system, and method for a communication network that includes a picocell range expansion configuration on authorized shared access. A method may include determining, in a controller, at least one allowable maximal range expansion bias value for at least one picocell within a coverage area of a macrocell. The method may also include sending the determined allowable maximal range expansion bias value for the at least one picocell from the controller to the macrocell. A further method may include receiving at least one allowable maximal range expansion bias value for at least one picocell from a controller. The method may also include updating, by a macrocell, a range expansion bias value for each picocell within a macrocell based on the received allowable maximal range expansion bias value.

    • A self-organizing network switching matrix is provided. The self-organizing network switching matrix can receive a first set of communications data from a set of base transceiver stations wherein the communications data includes a radio simulcast. It can send the first set of communications data to a subset of remote transceiver units in a set of remote transceiver units. A second set of communications data can be received from the first subset of remote transceiver units. A set of network activity data can be generated based on monitoring the receiving of the second set of communications data from the first subset of remote transceiver units for a defined network activity. The subset of remote transceiver units can be adjusted based on the network activity data. In this regard, the self-organizing network switching matrix facilitates automated capacity management providing just in time network dimensioning.

    • A method of controlling an unsynchronized cellular wireless telecommunication system includes, for at least one user equipment served by a first cell, receiving signal strength measurements and, based on the signal strength measurements, determining whether the user equipment should be scheduled for a low interference time period during which neighboring cells are configured to minimize interference in the first cell. The method additionally includes receiving neighboring cell time difference measurements from at least one mobile device within the first cell and, based on said measurements, determining a timing of transmissions from at least one neighboring cell relative to a timing of transmissions from the first cell. Additionally, the method includes defining the low interference time period based on the determined timing of transmissions from the at least one neighboring cell.
