摘要： A method and apparatus are provided for transmitting and receiving System Information (SI) in a mobile communication system. The method for receiving the SI by a User Equipment (UE) includes receiving, by the UE, at a fixedly scheduled sub-frame of a predetermined radio frame within a Primary Broadcast CHannel (P-BCH) transmission period, the SI including first partial bits of a System Frame Number (SFN), the first partial bits indicating a repeated value; and acquiring, by the UE, second partial bits of the SFN in the predetermined radio frame by decoding the P-BCH, the second partial bits indicating a different value.

The method measurement method includes generating raw measurement result values by performing measurement on received signals from neighboring cells; receiving measurement-related parameters to be applied to neighboring cells having raw measurement result values exceeding an absolute threshold signaled from a base station as a result of the measurement, among the neighboring cells; generating final measurement result values by applying the measurement-related parameters to the raw measurement result values of the first neighboring cells; and performing cell selection or cell reselection to one of the first neighboring cells according to the final measurement result values, or transmitting a measurement report to a base station of a serving cell.

The method includes receiving Discontinuous Reception (DRX) cycle information from a network entity performing mobility management for the UE by the eNB communicating with the UE over a wireless link; and broadcasting system information including the DRX cycle information. The DRX cycle information is set longer than DRX cycle information of a UE non-supporting the HPSRM mode. By doing so, an efficient paging method for an UE operating in the HPSRM mode may be provided.
