    • A semiconductor device in which defects in characteristics due to electrostatic discharge is reduced and a method for manufacturing the semiconductor device are provided. The semiconductor device has at least one of these structures: (1) a structure in which a first and second insulating films are in direct contact with each other in a peripheral region of a circuit portion, (2) a structure in which a first and second insulators are closely attached to each other, and (3) a structure in which a first conductive layer and a second conductive layer are provided on outer surfaces of the first insulator and the second insulator, respectively, and electrical conduction between the first and second conductive layers is achieved at a side surface of the peripheral region. Note that the conduction at the side surface can be achieved by cutting a plurality of semiconductor devices into separate semiconductor devices.

    • A data recording and/or reproducing device for recording and/or reproducing data on or from a recording medium includes information concerning the recording method used for recording data on a recording medium, that is the encoding/decoding instruction data is recorded on the recording medium along with the data. Using the encoding/decoding instruction on the recording medium, specifically the decoding instruction, the data on the recording medium is restored by a DSP. The data recording and/or reproducing device enables data processed with an inconvenient system or an older model system to be restored easily and inexpensively.

    • In a speech synthesizing apparatus, importance degree information indicative of a degree of importance with respect to each text portion of input original text data is added to this text portion. Then, the original text data with such importance degree information is input. When a rapid reading process, or a head searching process is carried out for the original text input, speech synthesis is carried out by controlling several stages which text portion should be skipped, or at which speed, the text portions should be synthesized, in response to a speed instruction and importance degree information which are being input into the speech synthesizing apparatus.
