    • An arm (10c) of a manual lever (10) is formed with a pushing portion (10f). A ratchet pawl (17) making reciprocal movement in synchronization with the manual lever (10) is formed with a resilient portion (17a) to be pushed by the pushing portion (10f) and a pawl portion (17b) which makes contact with a tooth of the ratchet wheel (19).
