摘要： The purpose of the present application is to provide a notification system that is for buildings, that can be introduced and widely used in ordinary collective housing and office complexes without the need to make a large investment in equipment, and that enables an emergency event taking place in a building to be detected by passersby passing the vicinity of the building. An emergency event display device equipped with a large screen display is installed in a position that is visible to passersby passing outside the building. When there is some emergency event in the building, an indication of the emergency event is displayed on the display device upon receipt of notification from a residence or a common use space where a notification means is installed. A display of the display device normally shows an ornamental picture or video so as to soothe the residents walking in and out of the building or the passersby passing in front of the building, whereby an impression of the building can be bolstered. The display device is made noticeable not only to residents but also to passersby passing in front of the building so as to make it possible to report an emergency event in an efficient way and consequently provide safety for the residents.

The area surrounded by the flood-resistant barrier is such that an embankment is created, and the height of the upper end part of the flood-resistant barrier constructed on the embankment is at least the height of the flood depth of that region. By closing off an opening in the flood-resistant barrier during flooding, an isolated space is formed between the buildings and the flood-resistant barrier. A portion of the wall of one or more of the buildings protrudes to outside of the area surrounded by the flood-resistant barrier, and the wall surface of the protruding section is configured to be a water-resistant wall which has watertightness and is continuous with the flood-resistant barrier. Furthermore, the height of the flood-resistant barrier main body can be suppressed in an amount equivalent to the height of the embankment.

摘要： A flood-resistant building is equipped with a flood barrier which enables safe and long-term refuge during floods. In a site surrounding a building, a flood barrier is constructed which encloses nearly the entire periphery of the building. An opening sealing means is connected to an entrance hall and another section serving as an entrance and exit at normal times. The opening sealing means seals the openings of these sections in a watertight manner where the openings are sealed via the opening sealing means. The flood barrier is watertight and at least as tall as the inundation depth estimated to occur in a target area when flooding or storm surges arise. In order to enable long-term refuge, an emergency-use water receiving tank 4 and an emergency-use generator are installed on the roof of the building, and an emergency-use septic tank is installed underground on the site.

摘要： The present application provides a secondary drainage method for use at the time of flooding. A rainwater storage tank is provided, drainage pipes are installed between positions in which flooding of land or of property occurs and the rainwater storage tank, and inflow switching valves are installed in portions where water flows in from the drainage pipes to the rainwater storage tank. As a general rule, the flow of water into the rainwater storage tank is prevented by switching the inflow switching valves during the initial stages of a localized severe rain storm or of river flooding. After the wide-area flooding of land has receded, the inflow switching valves are opened, guiding the water in the locally remaining zones of flooded land or of flooded property into the rainwater storage tank, and allowing the localized flooding of land or of property to be eliminated at an early stage.
