The interlocking member opens/closes a louver by rotating a plurality of slats which is successively arranged and joined to a main frame. The operating unit operates the interlocking member. The operating unit includes a handle (21), a connection bar (22), a fixing member (23), a stopper (25), and a separation member. The connection bar is connected to the interlocking member and transmits operating force to the same. One end portion of the stopper is inserted into or separated from a fixing groove (23a) of the fixing member so that the stopper fixes the connection bar or makes the connection bar movable. An elastic body is arranged on the other end portion of the stopper. When an external force of a user is applied to the handle, the relative position of the handle with respect to the connection bar is changed. The separation member retracts the stopper according to the position change of the handle so that fixed end portion of the stopper is separated from the fixing groove.
