A sand paper is bonded to a soft plastic portion formed at the bottom of the lower covering sheet(130). The joint head(140) has a threaded portion(142) formed projectingly in the center thereof and connected to the sanding tool. The joint head(140) is integrally molded of plastic extrusion material, and bonded to the soft plastic portion of the upper covering sheet(120).
