The generator comprises a connection gear(220) installed at an end of a generator shaft(210). The generator is connected to a voltage regulator. The accelerator pedal detecting device transfers the power of the propeller shaft to the generator. The accelerator pedal detecting device transmits an electrical operation signal to the power transmission device according to the operation of the accelerator pedal. The hand lever comprises a steering wheel of vehicles transmitting the operation signal.

The rotary member is oppositely rotated to the tires by the fluids discharged from the fluid nozzle. A power generation rotor(87) of the power generation member is oppositely rotated to a stator(83), and generates electricity with the stator. The electricity drawing unit draws out electrical energy.

A detection sensor(800) senses the over-unwinding state of a spring. A spring reel motor(900) offers power to a driving shaft. When an overcharging sensor senses the over-charging state of a storage battery, a controller operates a breaker in order to stop the operation of the spring electric power generator part.
